§ 10.07.4. Transfer of appropriations.

At any time during the fiscal year, the mayor may transfer part or all of any unencumbered appropriation balances within a department, office or agency, except balances from appropriations for purposes exempt from taxing limitations under this Charter or statute. Upon recommendation of the mayor the council may by resolution transfer part of [or] all of any unencumbered appropriation balance from one department, office or agency to another.
