§ 10.08. Lapse of appropriations.

Every appropriation, except an appropriation for the capital improvement budget or an appropriation specifically exempted from this provision by this Charter or state or federal law, shall lapse at the close of the fiscal year to the extent that it has not been expended. In those cases where appropriations have been encumbered for goods and services purchased, the encumbered appropriation shall lapse at year end and be reappropriated in the following fiscal year's budget without action of the city council for the same purposes as encumbered at year end.
