§ 10.09. Lapse of appropriations—Capital improvements.

An appropriation for a capital improvement shall continue in force until the purpose for which it was made has been accomplished or abandoned; purposes abandoned shall be determined by council resolution. When abandoned, the appropriation shall be credited to a separate contingent reserve account which may be used to finance other capital improvements included in the capital improvement budgets.
