§ 12.08. Prohibition of payment.

No disbursing officer of the city shall pay any compensation for services to any person holding a position in the classified service unless the payroll or account for the compensation bears the certificate of the director of human resources that he or she has been appointed or employed and is performing service in accordance with the provisions of this Charter and the rules established hereunder.
