The offices of comptroller and of the commissioners of the respective departments, as they existed on June 5, 1972, shall cease to exist June 6, 1972. Thereafter, where any law imposes any power or duty specifically upon any official of the City of Saint Paul whose position shall have ceased to exist by reason of the adoption of this Charter, such power or duty shall be exercised or performed by such officers and employees of the city as the mayor, with the advice and consent of the council, may from time to time designate.
