§ 18.04. Pending condemnations, improvements and assessments.

Any condemnation, improvement or assessment proceeding in progress when this Charter takes effect shall be continued and completed under the enactments under which such proceedings were begun; and assessments may be levied and securities issued for the financing thereof as prescribed by the enactment applicable thereto.

All assessments levied by the city prior to the time when this Charter takes effect shall be payable and the lien thereof enforced in the same manner as if this Charter had not been adopted.
