The mayor shall have the right to attend and participate in council meetings with the right to take part in the discussion, but shall not vote except as otherwise provided herein. The mayor shall make recommendations to the council and deliver messages to the council and the people, including a comprehensive message on the state of the city as soon after the beginning of the mayoral term as practicable.
