The company shall have the right to promulgate, from time to time, such rules, regulations,
terms and conditions governing the conduct of its business, not in conflict with this
franchise ordinance, as shall be reasonably necessary to enable the company to exercise
its rights and perform its obligations under this franchise ordinance, and to assure
safe, adequate and continuous service to its customers. Nothing herein shall be construed
as a limitation upon, or as a bar to the future exercise of, proper and lawful action
in the exercise of the city's police or any other legitimate municipal legislative
or administrative powers.
