§ 8. Other franchises.

No advertising display fixture shall be allowed to occupy or use the easement area of the pedestrian skyway system within the City of Saint Paul without a franchise. The rights hereby granted are not exclusive and the city may grant like rights to other persons during the term of this franchise.
