In their interpretation and application, the provisions of this code shall be held
to be minimum requirements adopted for the promotion of the public health, morals,
safety, comfort, aesthetics, economic viability, convenience or general welfare. It
is not intended by this code to repeal, abrogate, annul or in any way to impair or
interfere with any existing provision of law, ordinance, rules or regulations. The
city may impose additional requirements where deemed reasonable and necessary to protect
the public interest and to ensure compliance with the standards and purposes of this
zoning code and the policies of the comprehensive plan.
