No butcher's offal or garbage, dead animals, kitchen slops or any substance or obstruction
of any kind whatever shall be placed, thrown or deposited in any catch basin, and
no person shall injure or break or remove any portion of any catch basin, covering
flag, gully grating, manhole or side entrance cover, or any part of any sewer or drain,
or obstruct the mouth of any sewer or drain.
