The determination of the annual storm sewer system charges is in part based upon expected stormwater runoff and, therefore, cannot be done with mathematical precision but can only be accomplished within reasonable and practical limits. The provisions of this chapter undertake to establish a just, equitable and practical methodology for making such changes.
