Whereas, under City Council File No. 89-1273, the city council established the 3PR
Task Force (Property Rights, Property Responsibilities, Property Remedies Task Force),
which was "... to review all relevant housing facts and to determine methods of mitigating
neighborhood housing problems in the City of Saint Paul and Ramsey County, and to
make recommendations for legislative changes to state, county and city officials...";
and whereas, since the 3PR Task Force has determined that tenants have a need to have
existing housing conditions disclosed to them by the owner or their agent of a rental
dwelling prior to the commencement of tenancy, the city council declares the purpose
of the rental housing disclosure program is to establish a procedure for owners or
their agents to publicly disclose pertinent information regarding the conditions of
housing offered for rent to any prospective tenant prior to the commencement of the
tenancy.
