Chapter A-9. City Contracts—Wage Rates  


WHEREAS, Chapter 5.05 of the Saint Paul Administrative Code authorizes the council, by resolution, to define purchasing procedures for the City of Saint Paul; and

WHEREAS, Section 82.07 of the Saint Paul Administrative Code requires contractors with the City of Saint Paul to pay their employees a wage rate that is comparable to a similar position in the city's civil service system; and

WHEREAS, The council desires the furtherance of the effective enforcement of the administration of "Little Davis Bacon" requirements; now, therefore, be it

RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL, That any city department or division requisitioning any public work shall assign a member of its staff to be designated as the project administrator for such work; and be it

FURTHER RESOLVED, That such project administrator shall include in the specifications for such work to be submitted to the purchasing division, a detailed listing of all occupations envisioned to be involved in the performance of said work; and be it

FURTHER RESOLVED, That the personnel department, upon the request of the project administrator, shall supply to said administrator definitions of said occupations and applicable wage rates, fringe benefits and other economic benefits by reference to comparable positions in the city's civil service system; and be it

FINALLY RESOLVED, That no contract shall be let for bid without the foregoing information included in the specifications and the project administrator is assigned the further task of monitoring the compliance of the contractor with the foregoing wage requirements.
