Unresolved disputes, fragmented negotiations and the absence of clear guidelines for settling disagreements are injurious to good labor-management relations and the well-being of city employees. With the foregoing in mind, the council hereby establishes the following guidelines and procedures to ensure the collective bargaining process will function in a free and nonpolitical atmosphere.
