§ 23.03. Executive responsibility.

  • The administrative duties connected with and attendant to the collective bargaining process are hereby delegated to the executive branch of government, pursuant to the provisions of the City Charter. Accordingly, the office of the mayor shall:

    (1)

    Select with the approval of the city council labor relations consultants to assist in the collective bargaining process when deemed necessary by the mayor to carry out the city's responsibilities in an efficient and competent manner.

    (2)

    Carry on the day-to-day collective bargaining process, including, but not limited to, the planning, scheduling and conducting of negotiation sessions; the drafting and preparation of necessary documents and agreements in coordination with the office of the city attorney.

    (3)

    Administrate collective bargaining agreements in accordance with their terms and provisions as approved by the city council.

    (4)

    Process grievances under collective bargaining agreements in coordination with the office of the city attorney.

    (5)

    Make periodic reports to the city council on the status and progress of the collective bargaining process.
