"Plainclothes police officers" shall mean sworn police officers assigned to the office
of the chief of police technical and administrative division, and the investigative
division of the police department. Clothing shall include the following items of apparel
only: top coats, suits, sport coats, trousers, handcuffs, handcuff holders, saps,
overshoes, and rubbers.
