§ 10.07.2. Emergency appropriations.

  • The council may by resolution adopted by the unanimous affirmative vote of all members of the council make appropriations to meet a public emergency as defined in Section 6.06. To the extent that there are no available unappropriated revenues to meet the appropriations, the council may by resolution authorize the issuance of emergency notes, which shall be paid within three (3) years. Such emergency notes and the interest thereon shall be general obligations of the city for the prompt and faithful payment of which the full faith and credit of the city is hereby irrevocably pledged. Such emergency notes may be issued in such form as may be determined from time to time by the council, and may be sold without any notice for the sale thereof and without a vote of the electorate. Taxes may be levied outside of statutory and. Charter limitations for the payment of principal and interest on emergency notes, and such emergency notes shall not be included in computing the net debt of the city.
