§ 1. Grant.

Acting pursuant to Chapter 16 of the Saint Paul City Charter and Section 140.07 of the Saint Paul Legislative Code, the council of the City of Saint Paul does hereby grant to Skycom, Inc., (hereinafter referred to as the "company") a nonexclusive public skyway advertising display franchise subject to all the terms and conditions set forth in this franchise ordinance.
