Until ordinances are adopted fixing the salaries and qualifications of department heads, the mayor shall, with the advice and consent of the council, designate from among the employees of the city persons to serve as acting heads of the respective departments, who shall retain throughout such service their positions, if any, in the classified service, and return thereto when removed as acting department heads.
